"Magical junk" is a common phenomenon in RPGs where most items dropped with magical attributes turn out to be trash with low quality attributes such as +1 to light radius or low numeric value such as adds 2-3 damage.
Most inventory management requires removing/selling Magical junk and only keep useful items.
Common with low-level items, magical junk also persists with high grade items, where even 10 attributes turn out to be mostly useless modifiers and one or two actually helpful.
1.Make minimal modifiers useful i.e. the minimal bonus isn't too low(like +2-3 damage) but significant enough to consider.
2. Reduce/replace low-quality/useless attributes: if an item with attribute X adds nothing to improve player experience it shouldn't spawn.
